Even when connected to the VPN, purchase order approvers were unable to connect to the link unless they are on-campus.

This only works when connected to the VPN.

Added an A Record to our DNS settings - imageware.heritagehall.com with an internal IP address for 192.168.0.13.

It would be best to remove the A Record when the virus stuff ends for security reasons.
